if u want to buy it w/o a plan just buy it over the web...but if u want it with a plan u can buy it at an att store or also over the web at att.com

Only one computer is able to be the primary computer. You cant really maintain your iDevice on 2 separate computers. Basically all you will be able to do is transfer purchases on authorized computers. Unless there is some work around that I am unaware of.

If you have an AT&T account that has been open long enough for an upgrade- you can get an iPhone 3G for $99.00  If you want to start an account with AT&T you can get an 8GB iPhone 3G refurbished for $19.00!  Online only.   $199.00 for iPhone 4 16GB with a new contract- also online, and probably at AT&T stores.  Otherwise- the shopping online is unlimited with places like Amazon and eBay.
I have not checked prices at Verizon.
