I'm currently in Korea, found a iphone4 on the train last night it didn't have a passlock on . When I swipe it shows i guess a usb cord, I assume it's telling me to hook it to Itunes. I tried to give it to the conductor on the train, but I don't think he quite understood me . He kept saying not my phone, so if I hook it up to my itunes with my 3GS sim card will the phone work. I hate to keep someone's phone, but i tried to turn it in. sorry for the long post.

No it will not. When you hook it up it will tell you it belongs to some one else. iTunes/apple will know the phone has been found. Best to take it to the station and let them know you found it. I am sure the person that lost it already has asked the station if it was found. But the phone is no good to you. Once it is registered.

Hopefully the iPhone has the tracking app so that will help the person find it.

Go to a local apple store. They should be able to trace the serial nr. to the owner. Please tell me how it works out for you, if you find the owner.
